OTH Video: Beyond the Theory – A Framework for Multi-Domain Operations
In the future operating environment, to successfully deter and defeat our adversaries, we must better understand how the domains interact and their basic principles.
A domain is a critical macro maneuver space whose access or control is vital to the freedom of action and superiority required by the mission.
Editor’s Note: In this video, Dr. Jeffrey Reilly, one of the Co-Founders of Over The Horizon, discusses Multi Domain Operations. Through a short history lesson, Jeff addresses the relevance of focusing on operations in terms of multi domain as a way to compensate for vulnerabilities and exploit windows of opportunities. He then distinguishes between multi domain and joint operations, emphasizing that multi domain operations are about maneuver. Jeff shows us how domain complexity evolved in parallel with technological advancements and illustrates how future technology coupled with dwindling military resources will require forces to efficiently and effectively leverage all six domains: air, land, maritime, space, electromagnetic spectrum, and human. To do this, Dr. Reilly urges that we need a clear definition of a domain and a thorough understanding of the underlying principles that govern domains. He proposes a multi domain framework which can help guide our thinking and planning in terms of domain synergies and interdependencies. Throughout the discussion Dr. Reilly shares his vision of taking the theory and discussions of multi domain, and applying it to a tangible framework for employment.

Dr. Jeffrey Reilly is a retired Army officer with 26 years of active duty service. He holds a Master of Science from the University of Houston and a PhD from the University of Alabama. Dr. Reilly has held numerous command and staff positions as an infantry officer. His planning and operations experience includes serving as a theater-level combined and joint operations officer, plans division chief, and member of the “two major theater war” plans team. Dr. Reilly currently serves as director of joint education at the Air Command and Staff College and as director of the college’s Multi Domain Operational Strategist concentration.
